Can someone tell me what drops these? I've been beating on Singing Clan for awhile and not come across anything, but I've also heard of NS, DWB, Black Suns, and others dropping them. Any clues? Thanks!

So the most you can have of any one type of attahment bonus is +25? Also, BE's sell clothes pre-modded?

All bonus skill mods cap at +25.
Tailors with BE tissue's can make certain modded clothing.

BE clothes crafting is broke, so I hope you can find some crafted before pub 18
