I don't think that the loot table is a flat structure, it'll more look like a relational database model andi don't think that the devs would make it public.

well i found an loot table for 12.0. player made i think.

Why do you want a pre 12 loot table? Is there a server where i can go back to patch 12? I would do it in a heartbeat.

Probably something hard-coded wich they lost all track of a long time ago, otherwise all those broken skillmods and whatnot would have been taken out a long time ago (like beta if it were any other game)
