If you are looking for a criminal I believe there is a static spawn in the back of the cantina at Anchorhead. Takesa little while sometimes, but eventually you'll get the right mission from him.

a lot of the missions are return the npc..if you have bad thug faction it's tricky...i would unarm..run to break the aggro and then use a /conv macro..one the npc replies the mission is done..go back and get your speaker

There's an NPC in Bestine, too, behind the second cantina, the one by the shuttleport. (Bet you didn't know there were two cantinas there!) His missions are so easy I did them with no combat skills, just a few stims. I have trouble beating up Dwarf Nunas with that character, but I did them.

He also gives you Decorative Shisas.
