Ok, first question is where do I get the REZ arm, and exactly how does it work?

Also the quest for the cybernetic arm...does it vary what kind you get? How do some people get two ranged arms?

Mydrill Cavern Village Quest series gives you5 arms.. ranged +10, throw, res, melee, and one other

Where does this quest start for the five arms? is it hard?

The other is HealthBuff arm.

The quest is easy for any complete jedi, when it gets to the Unsoris's (Spiders) it starts getting tough for non-jedi. When you get to N-K, you will need a group.
