Its a +13 terrain negotiation....since the force run is +33 would that mean this aa make me run faster all the time?

what the +TN does is to allow you to move over hills faster and if you have over 40 or 50, crawl faster on the ground.
Force Run 1-3 has TN on it to move over hills faster. Also its basic effect is running faster overall, which is not caused by TN.
So no, you will not walk/run any faster with that AA on.

The Mabari Belt fix, not nerf. And it'll work just fine in the belt for someone who can use ARMOR Attachments.

terrain negotiation Attachments are worth pretty good money, the one you have on my server would go 1 to 2 mil
