Really, who does? And what is the Combat Level of the ones who drop 'em?

You have to be a BH and it helps if you're a MBH with CL 80. It's random, but the higher your skill level the better chance you have at getting them. I've only done 50 NPC marks since pub 21 with new loot system and have already got 8 CAs/AAs and three of them where Jedi almost all had high end skill mod numbers 10-18+.

I get a very good ratio of jedi tapes dropped from aakuans. Take missions as the cave is always camped buy cave dwellers who defend there loot better than the aakuans that spawn there. The cave drops up to 7's but the missions if you are cl 80 will drop up to 12's. also ride around lok and kill any npc's there, ive gotten 12's off nyms and there only cl 58.
I can say that ive gotten mayb 40 jedi tapes in varius degrees doing aakuans so unless you are a lower cl then just stick with them. If you are lower cl but still would like some sea's to get you started goto lok.
