I think that it would be amazing if we could turn our own screenshots into paintings for our homes. This would make every home feel so much more personal.

hehe ive been thinking of posting this idea for a while. My take on it was turning some of the older, more artistic screenshots of the day, or maybe havign an artistic screenshot contest for each server, and having 5-10 turned in to paintings. Would be fun to have a painting of yourself

I'd wager this has been suggested before, but why not add a camera to the game? It would be a device that artisans can craft, and then using it would allow you to take a picture/screenshot, which you could then have converted into poster. (Maybe it would produce a negative, and you would need to go to an artisan again to get it made into something viewable?)

Would give something nice to non-crafter players for their homes as well as another income source for crafters. The camera's idea is especially well thought Thragger, this would be perfect for low level Artisans who have little to offer for profitable goods.

A system where anyone can take any screenshot and make a painting would be really tough, mainly due to bandwidth and storage issues.
Right now, if you step into a max-decorated guild hall, how long does it take for everything to load up? Now, imagine that instead of standard-issue item graphics (which you already have stored on your PC in the .tre files), there are a dozen custom paintings, each with an image that you don't have on your machine. That data has to be downloaded along with all the other stuff (item locations, orientation, customization, etc). And that picture data either has to be stored on your machine (with no guarantee that it'll ever be accessed again: you might never come back orthe painting could get deleted tomorrow) or transfered every single time.
I'm certainly no graphics expert, but the additional information transfer of unique paintings has to be significant (especially considering that if this was put in, everyone would probably use it).
That being said, I do like the idea of an "art contest", where screenshots are submitted out-of-game and selected pictures get introduced into the game's art assets. If, say, 3-5 pictures were added every major publish (14.0, 15.0, 16.0, etc) you don't have the storage/transfer problem (since the new art would be pushed to everyone with the publish) andthe decoration variety would certainly increase. Although "art collectors" would probably eventually drown in a sea of paintings. 
Another possibility would be to have "filler" posters that can be customized on the client side with art, but show a default image to other players. This does limit sharing your decorative talents with other players (unless you take a screenshot and post it out of game), but could make your home more "homey" for yourself. Or maybe some serial number scheme could be used so that you can send your screenshot to other players so they can see your art collection in-game. So you create a custom painting object with serial number abc1234, and that's tied to an abc1234.jpg file on your machine in some defined location. If you send that file to other players, they then see the same image when they look around your home..
