1. Are Agitator Motors and Recycler Schems craftable now, or are they still bugged?

2. If I put the Anti Decay Kit on my Ring of the Hero, will it still only have 50 uses left, or will it be infinite uses and never decay?

To answer your second question ... no. Anti-decay kits only keep your item's condition from decaying ... nothing else.
