Can u use the X-Wing heavy without performing the missions (eg buying it from someone)?

not afaik, all the new quest ships except the grievous fighter are badge-linked

and no need to buy the chassis either.

No. You must do the x-wing heavy mission to use it. If you buy it, and have not done the mission, you can not call it to data pad.
