1-Do you have to have ROTW to use the Jedi Starfighter and the Arc-170 fighter?
2-Do you you have to have ROTW to use cybernetics?
3-Can you still use all of the above even if you don't have ROTW and does it matter what faction you are?

3. No, and imps get the jedi starfighter, while rebels get the ARC-170.

AFAIK you can use any of the new starfighters as long as you complete the mission for each one. Of course, to do the missions, you need RotW. Same goes for the cybernetics, but I don't think you need to complete the missions to equip/use them.

As for it being faction only, not sure. I'm normally neutral ground and neutral (CorSec) space. I joined each faction, to get the rewards on ground only, then went back to neutral, and I can fly either with no problems. Grevious fighter I know, needs no mission.
