im seeing all these like, +20-25 tapes with only a single mod on them. whats the deal with these and where are they getting them? bounty marks?

I haven't seen mention of any dropping off anything post Publish 23...

And the only way to get those is/was off Dark Jedi Knight/Master missions or NPCs.
