I know it has something to do with the Bestine elections, but thats it. Any information would be greatly appreciated.

From a quest(nothis reward) that Sean Trenwell (sp?) gives after he wins the Bestine Election.

you dont have to vote for him-voting for him gets you a ornate rug or a statue(craftable by architects)- but he has to win the elections to start the mini quest

It starts in the Bestine capital building (near the shuttle).

I'm stuck on the first part of his quest, I have to kill the Tusken King at Fort Tusken, but I've been waiting for hours and he hasnt spawned. In all of my time at the fort I've only ever seen him once, and that was a couple months ago. Do I have to wait for a server reset or something?
