Are these still lootable? If so, off of what mob?

And lastly, how much do they go for?

It's the reward from the Emperor's Retreat themepark on Naboo. You either get the TIE Fighter suit (if you're unlucky, of course, since every Imperial pilot gets it) or you are lucky and get the AT-AT Helmet and Suit.
