Travel to Bestine on Tatooine, then head over to the City Hall and take the room at the right where you will find the Govenor, speak with her and tell him that you would like to attend in the election of Bestine's Mayor.. then you'll find a guy named Victor Visalis in a room close to the Govenors, speak with him and he tells you that you need a evidence from a citizen of Bestine to vote for him.
I always go to the woman just outside the Med Center and get her evidence, then you bring it to the Govenor and speak with her and tell you want to vote for Victor Visalis in the upcoming election, then it's just to wait till the election is over.
When it's over you can either speak to the Govenor again and she tells you who won the election or you could immediately go to Victor Visalis and hear if he'd won the election.
You can either get a medal or the Imperial Banner, both are cool i think.
