LS Speed is broken from base, you can try to search on Jedi forum some nice posts about it in past.

Someone told me that speed bonuses on CA's are broken? Is there any truth to this? Hate to see my general melee +13 Double bladed LS spd +4 two handed melee def +7 be worthless.

They're not broken but with the maths behind the speed they do not always give you a bonus
