does any know where this quest starts?

Yes I do. A guy named Epo in the Mining Facility. He is in the room with a big chunk of lava rock.

The first part of this quest isn't too bad. You will need a group to get through the Republic Facility. There are 2 bosses that are fairly tough (one has high health and high regen). Not to mention all the creatures are over level 80, most of them in the 84-87 range.

It is a fun quest, though. I had a blast doing it.

EDIT: I think this is for the Carbine. I know at the end of the quest I had a choice between a rifle, carbine, or pistol and I took the carbine. I am pretty sure it is the one you are talking about, but could someone verify it for me?
