Items And Loot Archive

I have been looking on this forum for the answer, but it looks like i'll have to just come out and ask these two questions..

1 the group loot settings (master, lottery, etc) how do you select them?

2 when the devs were bragging about this new fix...why didnt they include instructions for use or if they did, where are they hidden?
