It says:

Skl_n:[outdoors_squadleader_offense_030]

So I assume it's for a Squad Leader, of that I'm sure, but what tree or skill?

Have a look see

Any help is appericated.

I'd say hit "control + c" and check the line that says "offense". I'd guess if you had novice squad leader and that offensive number of 30 or higher, you'd be good.

gave mine to a guildy with some squad leader (no idea how much, but not master) and carbineer, and he uses it

as to what level...no idea

I believe it's Master Squad Leader. I saw a MSL weapon (I remember it being MSL back on TC) and it said the same thing.
But it may be novice...
