From the description they seem like really good specials, especially since each has a 10 minute cool down (on mine atleast). The catch? They aren't working! Or is that just for me too?

Yeah they're not working 
but with my 2 arms i now have a range of 80m instead of 64m

Do you have the two ranged arms? The Bestine Hunter one and the first one from the Doc?
