I pulled these off a bh mark. 8 in stack. Never seen these before. Are these rare or just a random drop?

Random loot drops used as tailor components in a few reward schematics. I think the crafter's apron requires them. Not sure what the market price on them are, probably not above 5-10k per clasp.
