Honestly, I don't know why they exist.....however, although I haven't tried it myself, it's possible that they can be used in conjunction with multi-modded SEA's to get the second mod or the mod with the lower number to stick. so for instance I have a CA like this....
One hand damage +6
Weapon experimentation +5
Well, we know that the one hand damage is no good (doesn't work) and that it will stick because it's the highest mod and the first listed on the CA. Now everyone has always said that to get the experimentation you need to place another +6 one hand damage CA in the clothes first, then apply the multi-mod CA second......well, I was thinking that maybe the negative ones do the same thing....so if I had a -6 one hand damage CA, placed it first and then maybe the weapon experimentation would then stick.....Like I said, I haven't tried this myself and it's just a theory....but a lot of people automatically think that negative SEA's are useless and just destroy them.
Also, another theory I have is that maybe if you already have +6 one hand damage on some clothing and you might be able to use a -6 one hand damage CA to remove the +6 from the clothes......now if that would free up a socket on the clothes, then that might be a reason these negative tapes exist...but this theory is highly unlikely.
Then the absolute last reason they exist are just like you said, just a bad loot drop like a cdef pistol or a clothing that drops with no mods on them.
I'm not saying any of these things are true...but until someone do test, I wouldn't rule these out. However, no matter what the reason negative SEA's exist, a weapon experimention is worthless no matter how you would use it....there just isn't any positive reason for using one, if they do serve a purpose.

I think they exist for the same reason the broken-beta mods still do - they increase the possiblity of parity that some/most SEAs looted are going to suck.
