I looted a +13 carbine aiming, +9 two handed melee speed. If I put this in a piece of armor, the carbine speed will take precidence over the two handed speed. I was told that putting a +1 carbine aiming attachement and then using this attachement will make the +9 two handed speed mod work.
Is this true or do I need a +14 carbine aiming attachement?

From what I understand, what you said, the first part, is true. Any lower existing tape will cancel out the current tape option in the multitape. That way the other one sticks.

Noooo not right. You need an equal or greater carbine aiming attachment to get the two-handed speed to stick. A +1 won't work. That'll just be replaced by the +13 when you drop the attachment in.

Unagamer is correct. You need equal or higher stat already on the piece of clothing you're adding the attachment to or it will just replace the current one.
Which I understand as I had a belt with +2 riflespeed and a few defense mods on, I went up to a +7 riflespeed and dint have to find all those other attachments again to make another nice belt

yeah, the higher mod will be what sticks, done it lots of times.
I've HEARD that putting negative tapes in first, will help cancel...like if you had a -5 carbine aiming in first...then dropped teh other one in...then the +13-5 =+8 so the +9 Speed would stick...never actually tried this out.
Also another thing...
if you had something with 2 sockets, you put a +1 speed AA in it first, then just any random AA, THEN dropped the one you have in...the speed would stick, since the speed could go ontop of the +1 but there would be no socket for the +13 to take up...so the speed would have to stick. Again, never actually tested either of these last two methods of cancelling...so dont waste a good sea without testing it with somecrappy ones first!
