No that is the NK-Executioner... the Sith Sword is a quest item... yes the NK is almost exactly like the Sith Sword but the NK has mods while the Sith sword does cold damage.

the sith sword is obtainable from the quest line that starts with Carl. on the trail. He is the human in Wookiee armor can't miss him.

ummm carl gives the proton carbine not the sith sword i was under the impression that the guy NEXT to carl started the quest which gives access to the blackscale compound along with the sith sword as a reward inbetween.

Yes, but you have to go through carl to get to him.
