You getit by killing and looting Tusken Raiders.
And it's not really armor, just clothing. It has no protective values.

I have looted quite a bit post CU and no i havent gotten any with mods. But the list of clothing dropped by tuskens include a long sleeve robe, a short sleeve robe, gloves, boots, helmet, a one strap bandolier and a double strap bandoleir

go to Fort Tusken in Tatooine be careful if ur 40+ below its gonna be tough since they all agro on u
