Nefarious drops it albeit semi-rarely. He is the big spider in the middle of the soulless area. I have looted two off of him in 32 trips to necrosis.

to make a set of knives but need to be atleast novice weaponsmith to even talk to the weponsmith guy in the city but i don't know what the quest item is no one wants to go down there
