what theme park or whatever is it? Is it on Talus?

its on talus, outside of nashal. its a poi Aakuan cave, be prepared to have a bunch of campers in there. u may have a tough time getting a ring.

You can also loot the rings by doing Aakuan missions and fighting the random spawns all over Talus. That's how I got mine.
