Is there another static spawn of Tier 4 or 5 Black Sunners other than the one in Endor?

No.

Well, that's a qualified no. People report seeing high tier BS in the Blue Nebula in Kessel, in place of Corsairs. It's rare, it hasn't been pinned down, and therefore it's not a reliable spawn in my book.

edit- just saw you're a Smuggler's Alliance pilot by your sig. The only people who need to bother with the static spawn are Imperial Navy Pilots, everyone else has access to a Duty mission.

Yeah, I was aware of the duty missions, but a friend of mine (who is unfamiliar with the boards) had asked me about it, and he is Imp, so no duty missions for him..

The black sun guys that are at the estate you go to in part IV of the Siren quest drop BH armor pieces, too. I'm guessing its only a matter of time before people looking to loot BH pieces for Manda armor start camping the spawn, since the Blacksun there don't go over level 79.

Correct me if I'm wrong but the only BH armor that can be turned into Mando are the Pre-CU Looted! All these schems and crap are only for the looks! Pre-CU BH Armor = Uber L33tness

Current BH armor dropped by BS are loot components for the the creation of Mando, not wearable like Pre-CU which could be worn or converted to a Mando component.

And before anyone gets any ideas the BS in the Sirens Quest does not drop BH armor.

BH armour pieces that you can turn into mando.

Swoop about on Yavin, Endor or Dathomir and run a looping macro that does /tar black.
