besides mbh missions, where are the hot spots for sea's, ive asked before but i cant seem to get a clear answer, could one of the loot veterans help me out?

Black Sun dt loot SEA more than all Humanoid high lvl npc. There re only 3 sources. But yes keep in mind ALL humanoids drop SEA from lvl20 to lvl90 or more, factionnal or nop.
