As far as I know, the devs haven't even acknowledged the "problem".
/doesn't have a reason to read the jedi forum, though.

The problem is that pearls are set to spawn on certain mobs but the new loot calculator bases loot quality on level base...DJK, DJM, Jedi Sentinels are the highest spawns in the game but they are not coded to drop pearls or crystals...level 80-95 is only a good quality rating
