Who do I talk to in Bestine (I think)to get Imperial Banners...Hell I cant even remember the mission details.

During the election while you can vote, you have to vote for Victor, then once the election is over if Victor won, you talk to him again and you MAY recieve the Imperial Banner. There is a chance however you may just get a neckless or something.
