Alright here goes...
The Rez Arm:
1) Can you rez dead players? Or simply heal incapped players?
1A) If you can rez, is there a limit as to how many PC's you can rez or how often you can rez?
2) Where/who drops it? I've heard Necrosis, I've heard occasional Ancient Krayts...who?

It does rez fully dead characters, there's a 30 minute cooldown on it though, i.e only two rezes an hour.
It's not an actual drop, you get it as a quest reward from the nurse in the myyydril caverns. I forget the full quest line, you could probably find a guide for it in the game guides forum though.

it fully rezzes...once every 30 min like said above...VERY IMPORTANT!!!!!!!!!!---make sure the target has CONSENTED you!!! if they havent, it wont heal em, and will start the 30 min timer
