its used to keep the gas from draining your action in the mines of the bunker...it can also be used in the geo caves but there is only one small cloud of gas in there so its kinda pointless...
it will work unmodified in the geo caves...but if you want it to work in the bunker it has to be modified...
a.k.a. the rebreather quest...
just before going into the mines there is a room that has a work bench and a rebreahter filter dispenser...its best to do this on a jetpack crafting run since you will already have a master artisan with you...
while in the room get a reabreather filter out of the rebreather filter dispenser and trade that and an alum mine gel pack to your master artisan...and have the master artisan use the work bench to combinbe the gel pack and the filter to make a modified rebreather filter...once the modded filter has been made have the artisan trade it back to you...then add it to the rebreather yourself...
you will then have a working rebreather andcan laugh at everyone else as youraction takes no loss inside the mines...
NOTE: the rebreather takes the same slot as a helmet/sunglasses...so it will cause those items to be uneqiupped in order for the rebreather to be equipped

when they spawn in a crate or bin they are unlootable...and the same goes for inside the armoires in the geo caves...
and it was also said they were bugged because they were untradeable yet u needed a master artisan to finish the rebreather quest...there is a workaround though...the master artisan is only needed to make the enhanced filter which IS tradeable and then the owner of the rebreather can fit the rebreather with the filter themselves
