I thought a master doctor was required to provide this service after the doctor registered into the med center. Did I mis-read this or did this not get implemented?

If it has, it has not been discussed in the Doc's forums. No one would know anything about it. But has a hint, most doc's are not going to care anyway. Few are left, the rest are just pissed.

This is the impression you generally get when reading the doc forums nowadays, yes. And docs are partly pissed because they do not have any involvement with the new cybernetics.
So no, docs do not remove them, talk to your favorite NPC cybernetics specialist on the second floor in any major NPC hospital.
