Dumb search options down so I can't find info on how to get a one of these necklaces... Anyone know how to get one?

Yes the Admiral should give it away but he doesn't although he says "...here is your medal.".

For the record there is also an Alliance Medal of Honor, and a Citizen's Medal of Honor.
