Is the Ice Pendent from a mission? a drop, or player made?
Also if its a drop or a mission if you can tell me who gives the missions, or where to get it that would be great

It's the reward for the "Heightened Senses Quest: Persuasion" in the Village.

And before you embark on a crusade to get it: It still gives +5 to CM experimentation post-CU, but that skill is useless now - all medicine crafting is done using Medical Experimentation now.

Yes, Medical Experimentation and Medical Assembly are both dropping post-CU.

Useful for decoration and showing off (although I would rather use the Aurilian Plant for that
