Are these difficult to loot or are they quest rewards? They look really cool!

Any idea on a general, cross-server price?

You get them in the Myyyril Caverns after you do a quest for the Nurse. However, it acts as a themepark, so you will have to do quests for others first. As for price, I have never seen one sold on Chilly, so I cant help you out there...
