Death Watch mobs (in the DWB in Endor).
And before you ask, the drop rate for PLC is estimated at around 0.01%. Binary liquid is slightly less rare, but still below 1% drop.

In my experience the drop rate on binary and plc is about equal, to date i've looted 7 of each. but the drop rate is exremely low, I'd estimate about 1 in 500 kills, with a mando wine scheme for about every 1000 kills.

we have more PLCs than BLs... trying to trade across lol, guess thats just the luck

Wrong. All servers run from the same code, so the droprates for both are the same. Just depends on the luck your server has when it comes to dropping one or the other.
