Where does this quest start, is it in the ryatt trail? If so, where is kemyarr? Any help would be appreciated

starts next to the guy for the proton carbine quest(ryatt trail)...which has to be done before you can start the blackscale quest which gives the sword midway through

right now i'm freeing the brother, how many more missions are there before the sword, i don't plan on continuing after i get it
