Is there a good "rule of thumb" for the value of SEAs? I've looted a few decent ones lately but have little concept of what they're worth...

No real guide out there.

Just depends on what server you are on. You can always do a price check on your Trade Forums or do a search on them for something smiliar. Thenif you can get serveral people with a lot of cash that wants it that will help the price. The Global Bazaar won't help much unless you check every tape..lol.
