Not sure if this has been posted, but i didn't feel like sifting through the posts.
As we know, there are loot kits that are lootable to fix broken datapads and corrupt datadiscs. When the output from these two lootkits are combined, we get a Data StorageUnit with content fluff much like those looted in the Death Watch Bunker.
Last night while trying to get some Spinner Blades, I decided to take a Flail mission on Corellia. Not having heard of any specific loot dropping from these NPCs, I thought it would be interesting.
THE FIRST LOOT from a dead Flail was a Datapad (EMPTY). I was surprised by this. I thought nah, this can't be the same thing as the output from the lootkit, that would be silly.
Oddly enough my second loot from a Flail was a Datadisc. Not Corrupt, but a working one. So I merrily put the datadisk into the datapad and got a Data Storage Unit.
No more kit hunting for me. I'm just going to kill Flails on Corelliafor my content fluff.

i''m not sure but taking an educated guess i think you can take items from your data pad and put them in the data storage unit.

Nope, just like the original poster said, it's "content fluff". All you get is a little readable datapad that has a little story or something on it. That's it. Aside from the cutesy factor, no real use in the game (for most people).

For those of you who haven't made these, it takes numerous looted, 4-5 inventory hogging EACH to make a empty datapad and working datadisk.
If flails are really dropping these completed it removes a lot of the work involved, which frankly isn't worth it.

To be honest I don't really feel all the work that was involved was really worth the content fluff to begin with. That's just my opinion though, others may feel differently and that's quite ok with me.
And yes, they really are dropping them.
