From what I was told by a CSR, the loot is broken.
I actually looted 2 of them today and gave them away,
and looted 4 a few weeks ago and 3 others the other night.
They do seem to be broken, as it took over an hour to get these suckers
to spawn.
I don't waste my time on missions, as it takes to long.
On sunrunner, I just drive around the top of Doba Gufriel (???)
and find them in the wild. there are more to each spawn, (5)
and they spawn 3 to 4 times each.
I would suggest submitting a bug and letting them know.
Supposedily, they are working on the fix... 
But I wouldn't hold my breath for to long.

First I'm on shadowfire so, if your on another server it may be different.
Got my first four about a week and a half ago in about 1buff session(3hrs) been running missions, on my 15th set of missions and haven't loot a dang one, anyone else on shadowfire got any luck in the past day or so of looting these?
Or maybe, when I looted 3agitor and 2bubble tank schematics on thursday night was all the luck I got for the week

was trying for some blades on shadowfire tonight as well and nada.. got a victory on the way to my dagger mission but other than that a total wash, not even the usual inventory full of datapad parts and aroma screens I'm used to

What do the other loots do that these guys drop.I dont mean the mini-buffs...I mean the datadisk repair stuff

Are you doing Hidden Dagger 2300-2400 Missions? If not do those missions I got all the spinners from that price ranged missions.
Also I found when I got my spinners it was from the base camp with the building and fence around it, the camp base gave me no spinners

You looted the bubble tank schems I thought one could only get that from Quest that sends you to the POI Bug cave

I do both the 2300ish and the 3300ish missions, have gotten blades from both types previously, looted them off of extremists, activists and one lonely one off a lieutenant about a month ago.. haven't seen any in days and I've really been trying too lol.. want to get the 3 more I need before the curb(stomp?) arrives and I start racking up frequent cloner miles

broken datapads after you fix them basically just have a small story, a short bit of star wars fiction.. bubble tank schems can be looted off of nyms droidekas I hear.. finally got a spinner blade this evening, came off a hidden dagger dissident, 2300ish mission but from a base, not the walledcompound looking type of mission

Ran them and the 3300 ones, got them from both for my 4 for the creature recycler, from the other replies, look likes they aren't dropping at the moment, going to have to wait until the CU it seems to complete the floral recycler to complete my set.
