Do the still work if the clothing/armor reaches 0 condition? Can they be removed?

I know for certain that they cannot be removed, as to whether or not they still work at 0 or not, I'm not entirely sure but would like to know as well.

I believe they do. I have a shirt with a condition of 0 and its CA's still work.
