for the legs i know people on bria have them.../flail where do you get them!!!!!
where do i get the melee ranged arms

You can get a ranged arm in Bestine, but it appears to be broken.

The legs your are seeing are the ones you get from being uninsured when you clone.
Just to be clear:
THIS IS THE ONLY WAY TO GET LEGS CURRENTLY. THE DEVS HAVE SAID OUTRIGHT THAT QUEST REWARD LEGS ARE NOT YET IN GAME.
If you had used the Search, you would know this as it has been posted 500 times before.
