Ive had one of these for about 4-5months. Didnt show on my character when i equiped it either. And they were pointless before CU, dunno about now.
Just a shame they arent visible

Not fixed. You could always loot them from NPCs. You just can't get them out of chest/coal bins/lockers that sort of thing. You still can't trade them. When looted they still wont do anything for you in the mines. You have to get a gel pack and filter from the rebreather crafting room and make an enhanced filter pack to combine with the rebreather. This ehanced filter is tradeable and will make the rebreather work in the mines. It is nice for TKs and Jedi.
The rebreathers are used in the eyewear socket so it removes your helmet. One more thing not thought out by the devs.
