Do these only drop from Canyon Corsair Captains?

Yes... I looted one two days ago on Valcyn...

I heard they came from mercenaries (dunno what type) on Lok as well... But that to me is a rumor...

The Captains are who you want...

Valcyn: Etevei Iomag (CL 90 Jedi/Master Ace Smuggler Pilot), Ordio (Master Trader-Engineer)
Valcyn #2: Eppav Iomag (CL75 Smuggler), Yve Iomag (Master Entertainer). Living in Galatorbria, Rori.
Vendor located just outside of Restuss at (/wayp 4878 6375) - Spice, Looted Weapons, Armor, Buff Items and other Misc items. This is also the drop off location
Sunrunner: Mumybecca (CL 14 BH).

Yes, I got 4 of then from Captains so far. Two in one night which floored me but I was taking missions and ONLY killing the captains so I could do a lot more missions that way.

And what is up with that smell?

Yeah thats what I was doin..only killing the captain in the mission then driving away lets you do the mission alot more times than 3. Also this trick works with collecting bubble tank schematics too! hint hint

I can also confirm the Corsair Captains as the drop (also as the drop for metal recyclers). I got tired of trying to force the terminals to fork over missions, so just wandered in a loop about 800m around the Corsair POI - found lots and lots of wild spawn, made things much simpler.

Wish I'd known the "only kill the Captain" trick before. Would've saved some time.
