Does anyone know what level of mission is required to pull binayare missions that contain the dreaded "Hooligans"?
is it like a lvl 7 or a lvl 150? My skills prevent me from acting like a noob to try ot pull low level missions and ive tried them in jedi solo groups.. and i still cant seem to pull a mission that has them in it. I can't believe that the devs intended these things to be so hard to get. With the current drop rate, if they drop 1/100 (which is what it sounds like from other posts) it will take me 12 days round the clock (with no server resets) to get the 12 wires i need to make my recyclers for my husband and I. That just cant be right. I can spend 3 hours on tat and get 5 pearls... why is it so hard to get a silly blue wire.. no.. wait.. 3 of them... /growl

I've never been able to pull a mission with Hooligans. The first two or three Binarye's at the POI are Hooligans. Also,it has been reported that thereare static spawns around Nashal but I've never been able to find one. If you can find one of those spawns you will have all your blue wire in one night. I just camped the one Hooligan outside the POI and in one night I had 6.

I was able to get blue wires at the POI. While there, I would clear the bunker and go to the nearest city and pull two missions and do those while waiting for the to respawn. Got 7 heating elements that way.

i have found the "Hooligan" Spawn outside dearic twice now, And its NOT a meatlump type spawn, its like a spawn that if you kill it 3-4 times, it vanishes. Sorta Like a Blacksun type spawn on yavin where you come across 3 npc's, kill them, wait 2 minutes, they respawn, and after 4 spawns it disappears. I did not get any wires from that spawn lol

I don't believe hooligans spawn on any terminal missions at any levels - I've tried a lot. Best thing to do is wait until the random spawn appears on the other side of the river due west of Dearic. You'll know where it's going to be because it swaps between chunkers, aa'kuan followers and binyare Hooligans. Three of them appear and will respawn solidly.
After days of checking, it spawned yesterday and it only took me an hour or so yesterday to get 10 blue wires. Also looted lots of grey viewscreens, polearm and pistol stims. And a few loot kit bits as well.
As was mentioned above, take the missions to get heating elements as I think they drop from Scallywags or Pirates. You'll also be able to loot everything from the POI as every type of Binyare spawns there.
(This is all first hand as I've looted both bits myself and am now proud owner of a metal and chemical recycler).

300m behind the dearic starport (just over the river) there is a random static spawn point there. sometimes it is hooligans. i lucked out a few days ago and in about an hour i looted about 9-10 blue wires.
i tried the POI but never got results there.
i tried missions but never got any there as well (not sure if hooligans were in the missions however)

Ive had the best luck driving from dearic to Nashal and killing all the hooligans i find along the way. I watched for the hooligan spawn outside of dearic for nearly 2 weeks, found it and it expired after about 15 minutes, turning into a critter spawn actually. The POI is a gaurenteed source of hooligans but its extremely tedious. It took me a week to get my first blue wire from there. Much like the corsair POI on Lok i believe the binarye POI has a different loot table then when you find wild hooligans to kill. And i tried every concievable combination of weapons and grouped pets to check Binarye missions from level 8 to upwards of 49+ and found no hooligan missions sadly. =(

yeah the Dearic behind the spaceport across the river is not a 5-10min spawn...i camped it for an hour and got 30 blue wires and like 20+ broken handheld grey viewscreens too.
