Well, considering that the patch notes "leak" got pulled down (it was posted into a public forum accidently and has been re-hidden), the update isn't on Testcenter, and devs don't answer questions like this on the forum I expect the answer is "no". 
If I had to guess, though, I'd put my money on Jedi skill bonuses (maybe saber damage/accuracy).

So, since I already killed Mellichae, and he is an instanced NPC for the FS end quest, do I get a retroactive Cyber arm in my inventory?

helped a friend just post CU. the crystals caused the biggest problem :/

Helped a guildmate immediately after the CU went live. The crystals were no problem, but at that time Mellichae's and Daktar's CLs were ridiculous.

Did the quest yesterday for a friend, was fairly straightforward with organisation and everyone following orders.
Im hoping the arm will be really worth it...my exit quest is due in 2 weeks or so if I grind a bit more.

When i had to kill him, my spawn happned to end up near about 3 giant krayts......not thats fun

As far as i know, it is random if he drops an arm (ive seen him drop a scout blaster, a wooden staff, nothing, and his brokken cyber arm). the broken cyber arm is just that, a broken cyber arm, it says it comes from mallachae, and is just a decoration.
