Tiggs answered this a while back. You can only get them with the Japanese Special Edition. Apparently, you can't register it as an expansion, either. Basically, non-Japanese players can't get them.

not true, i seen a guy on my server this morning actually with all three of those eyepieces. i could post pics if you would like.

Got My Japanese Commander Box this morning, Plugged the Keycode in On top of the ORIGINAL GAME (NON American Special Edition, regular version) and the Total Experience Set, and the code went in perfectly, recieved my flash speeder and goggles, here are some pics below (on ahazi ftw!)
