You don't. The only planetary record keepers are for Tatooine and Dantooine. They are the only 2 planets you can reset quests on.
At one point the devs were doing a planetary quest revamp, they started with Tatooine and Dantooine. But they abandoned or postponed the idea, so those are the only 2 planets that have the improved quests and the record keepers.
