looted 2 of them from a container, both use normal text for the name and have no mods at all.

they either have no mods or they have "hidden mods" that you wont see till you put it in something 
Depending where you looted it from, it might or might not be worth it to stick it in a junky piece and find out what it is

These have been tested and proven to not have any mods ! They are just junk
